PCT Assembly Approves Modernized International Search and Examination Framework — What It Means for Global Filers

During the Sixty-Eighth WIPO Assemblies, the PCT Assembly approved the recommendations put forward by the PCT Committee for Technical Cooperation (CTC) in February 2026, securing the PCT's international search and preliminary examination framework for the next decade. The decision carries three practical signals for applicants worldwide.

1. Long-term stability: 25 Authorities extended to 2037

The Assembly extended the appointments of all 25 existing International Searching Authorities (ISAs) and International Preliminary Examining Authorities (IPEAs) through December 31, 2037. For filers, this removes uncertainty around the qualification of major examining offices and guarantees uninterrupted access to one of the PCT's most significant practical benefits.

2. Expanded coverage: Mexico's IMPI joins as the 26th Authority

The Assembly approved the appointment of the Mexican Institute of Industrial Property (IMPI) as both an ISA and an IPEA. Once operational, IMPI will become the 26th PCT International Authority and the third based in Latin America and the Caribbean—strengthening geographical proximity for applicants targeting that region.

3. Modernized agreements: clearer, timelier information from 2028

The Assembly also approved modernized agreements between the WIPO International Bureau and the International Authorities. Key operational details—fees, language arrangements, and areas of competence—will now be managed through notifications in the PCT Gazette and reflected in the PCT Applicant's Guide. The new agreements, together with related amendments to the PCT Regulations, take effect on January 1, 2028.
